often thereafter as may be necessary in the discharge of the
duties of their office, not less, however, than once in every
month; a majority of the council shall constitute a quorum for
the transaction of business, but a less number may adjourn to
a further time.

SEC. 8. And be it further enacted, That the clerk shall keep
a minute of all the proceedings of said council in a well-bound
book, which shall be opened at all seasonable times to the
inspection of any person interested therein; and he shall per-
form such other duties as the council may assign him.

SEC. 9. And be it further enacted, That the treasurer shall
receive all moneys belonging to said corporation and safely
keep the same and pay the same out only upon the order of
the Mayor and clerk; he shall also keep a correct account of
all receipt and disbursements which shall be at all seasonable
times open to the inspection of said council or any member
thereof.

SEC. 10. And be it further enacted, That the mayor shall
appoint such number of under-bailiffs, and for such length of
time as he may deem necessary, such appointment shall be
made in writing and filed with the clerk. The council shall
allow the chief bailiff, under-bailiffs, clerk and treasurer such
compensation as they may deem proper.

SEC. 11. And be it further enacted, That all the elective
officers of said corporation shall, before they enter upon the
discharge of the duties of their respective offices, take an oath
that they will diligently and faithfully perform the duties of
their respective offices, without favor, partiality or prejudice,
and said oath shall be tiled among the records of the corpora-
tion. That all said officers, except the mayor, may take such
oath before the mayor.

SEC. 12. And be it further enacted, That the clerk, chief
bailiff and treasurer shall give bond to the council with such
penalties and such sureties as the council may require condi-
tioned for the faithful discharge of the duties of their respect-
ive offices.

SEC. 13. And be it further enacted, That the judges and
clerks of election shall make and file a return of every election
held by them, and shall determine all questions arising there-
under; but any person considering himself aggrieved by such
decision may appeal therefrom to the Circuit Court for Garrett
county, which court shall hear and determine such appeal and
decide who shall pay the costs thereof.
