WHEREAS, The said Cumberland Electric Railway, relying
upon said rights so granted, has expended large sums of money
in building and equipping a railway upon said roads, which
has been in operation for more than three years; and,

WHEREAS, Certain courts of this State have ruled that the
Connty Commissioners have no power to grant such rights,
without special legislative authority; now, therefore.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the rights and franchises heretofore granted by the <
County Commissioners of Allegany county to the said Cum-
berland Electric Railway Company to use certain of the pub-
lic roads of said county for the purpose of operating thereon
an electric railway, be and the same are hereby ratified and
confirmed.

SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 158.
AN ACT to enlarge the charter of the president aad directors
of the General German Aged People's Home of Baltimore
City.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the president and directors of the General German
Aged People's Home of Baltimore city, a body duly incor-
porated under the General Incorporation Laws of the State of
Maryland, be, and they are hereby authorized and empowered
to increase the membership of its board of directors from
twelve to twenty-four members, said twenty-four directors to be
elected in the same manner and to have the same powers and
authority as provided for in the charter and by-laws of said
body corporate relating to its present board of directors.
