she enters the college for the purpose of qualifying herself for
a teacher in the public schools, and that she intends to engage
in teaching within this State, and she shall sign an agreement
to pay said college the sum of $25 for each session she attends
the normal department of said college, should she fail to teach
in the public schools of this State after having received a Nor-
mal School education at said college.
SEC. 4. And be it enacted, That any female graduate of any

public school on the Eastern Shore of Maryland shall have the
Erivilege of competing for appointment to said scholarship by
ling her written application to the Board of County School
Commissioners for such appointment, together with a certificate
that she is a graduate of a public school of that county, and
that she desires such scholarship for the purpose of qualifying
herself for a teacher in the public schools, and her intention to
engage in the profession of teaching within this State; and in
case any such scholar should, after having received such Nor-
mal School education, fail to fulfil the conditions upon which
she was admitted, she shall forfeit and pay the sum of $25 for
each session she attended the normal department of said college,
to be collected as other debts are collected, and to be applied
for the benefit of the normal department of said college.

SEC. 5. And be it enacted, That this act shall take effect
from the date of its passage.

AN ACT to empower the Commissioners of the Village ef
Leonardtown in St. Mary's County, to provide means for
protecting said village against fire, and to increase the rate
of taxation on the assessable property in said village for said
purpose.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Commissioners of the village of Leonardtown
in St. Mary's county, be and they are hereby empowered to
provide means for the protection of property in said village
against fire; the cost of the same not to exceed eight hundred
dollars; and to give notes of said commission's for the cost
of any system of protection, not exceeding said amount, which
