town shall be patrolled, night and day by said police.


Meetings of
commis -
sioners.

56. The said commissioners shall meet on the Wednesday
ensuing their election, and as often thereafter as they may
determine by by-laws or ordinances, and shall receive the sum
of one dollar per meeting, provided, that no one of them shall
receive any pay for any session unless present, or for any ses-
sion of less than two hours, and no one of them shall receive
in the aggregate, more than thirty dollars per annum as salary.

68. It shall be the duty of said commissioners and bailiff to
report to the board any property in the town which is liable
to be assessed, and which is not on the assessment books, and
the commissioners shall put a valuation upon the same, and
place it upon the assessment books; and the commissioners are
authorized to levy a tax upon all dogs (male) of one dollar per
head, per annum, and all female dogs to be taxed at from two

to five dollars per annum; and they shall furnish a tag and
collar for such dogs for which the taxes are paid. If the
owner or reputed owner of a dog or dogs refuses or neglects
to pay said tax after receiving a written or printed notice from
the bailiff of the amount of said tax, then such refusal or
neglect to pay shall be considered a misdemeanor, and upon
trial, before a justice of the peace, such person shall be sub-
ject to a fine of one dollar and costs, and stand committed
until costs and fine are paid; and the said commissioners shall
have power and authority to borrow a sum not to exceed
twelve hundred dollars to meet the temporary needs of the
town, and to bind the said corporation thereof by bills obliga-
tory signed by them.

Paving of
streets and
gutters.

75. They may cause the streets and gutters in the town to
be paved whenever needed and in such manner as they may
think proper, and may require the owner of real or leasehold
property to pave such part of the street and gutters as may
border on his ground or property; and if the owner or any
such person shall refuse or neglect to have the same paved for
a longer time than thirty days after notice thereof by the
bailiff, the commissioners may have same paved at his expense,
and may collect the cost of said pavement or gutter from such
owner in the same manner as other debts are collected, and the
judgment obtained in such cases shall be a prior lien on said
property; provided, Race and Poplar streets and High street
gutters from Poplar to Church street, shall be paved in such a
method as to insure the best drainage, before gutters on other
streets of the town are ordered to be paved.
