LAWS OF MARYLAND.

of Maryland, title "Frederick County," be and the same is
hereby amended by inserting after section 451, under a new
sub-title to be designated "Treasurer," certain additional sec-
tions, to be known as 451 A, 451 B, 451 C and 451 D, which shall
read as follows :

451 A. At the general election to be held on the Tuesday
next after the first Monday in the month of November, in the
year eighteen hundred and ninety-seven, and on the same day

in every second year thereafter, a County Treasurer shall be
elected by the qualified voters of Frederick county, who shall
hold his office for the term of two years from the first day
of January next succeeding the day of his election, and until
his successor in office is duly elected and qualified, and who
shall be ineligible to re-election to said office for the period of
two years after the expiration of his term, and who shall be
removed from office by the County Commissioners of said
county upon conviction in the Circuit Court for said county or
in any other court having jurisdiction in the premises for any
willful neglect of duty, or misbehavior or malfeasance in office;
and in case of a vacancy in said office, by reason of a removal
from office as herein provided, or by reason of death, resignation,
removal from the county, or in any other manner. The Gov-
ernor of the State shall be, and he is hereby authorized and
empowered to fill such vacancy by the appointment of some
person having the necessary qualification, who shall hold
said office for the remainder of the said term. The
person so elected County Treasurer shall be collector of
all State and county taxes for said county, for whatsoever pur-
pose, which shall be levied or assessed during his term of office
in the same manner and to the same extent, and with the same
powers heretofore exercised by the Collector of State and
County Taxes for said county, under the Laws of the State of
Maryland; and it shall be his duty to receive and collect all
State and county taxes, levied or assessed or placed in his hands
for collection, with full power and authority to enforce the pay-
ment of the same, by distraint, sale or otherwise, and also to
receive all money which shall be due and payable to said county
from any source whatsoever; and said County Treasurer is
hereby authorized and empowered to convey to the purchaser or
purchasers thereof, the title to any real or personal property
sold by him for the payment of State and county taxes; and
for his compensation, the County Commissioners of said county
shall allow to said County Treasurer in their levy for each and
every year, a sum equal to one per centum of the levy for
