ily connected with the execution of the provisions of this act ;
and the said sum of money hereby appropriated, shall be paid
as and when required by the Treasurer of this State upon the
warrant of the Comptroller of the Treasury, and upon vouch-
ers approved by the Comptroller of the Treasury.

SEC. 15. And be it further enacted, That the County
Commissioners of the several counties of this State, and the
Mayor and City Council of Baltimore city, are directed to levy
the State taxes for the year 1897, and annually thereafter, to
be collected according to law, to the amount of three-sixteenth
of one cent on each one hundred dollars in addition to the
amount now collected, to meet the interest and to create a sink-
ing fund for the redemption of the "Insane Asylum Loan."

Effective.

SEC. 16. And be it enacted, That this act shall take effect
from the date of its passage.

Approved April 2d, 1896.

CHAPTER 165.

AN ACT to repeal and re-enact with amendments, Section
two of Article eighty-one, of the Code of Public General
Laws, title "Revenue and Taxes," sub-title "Rate and Items
of State Tax," as the said Section was amended by the Act
of 1894, Chapter 285, entitled an Act to regulate the levy
for State purposes for the year eighteen hundred and
ninety-four and subsequent years.

Preamble.

WHEREAS, The securities in the sinking fund purchased for
the payment at their maturity of the bonds of this State
amounting to three millions of dollars, commonly known as
the Defense Redemption Loan, which will mature on the first
day of January, eighteen hundred and ninety-nine, amount
now to the sum of two million nine hundred and sixty-three
thousand dollars; and

Preamble.

WHEREAS, The securities in the other sinking funds, and
valuable productive assets owned by the State, would, when
said assets are sold under authority passed by the Board of
Public Works under existing law, be sufficient to extinguish
the public debt of this State, except to the extent of about
one million of dollars; and
