LAWS OF MARYLAND.

What appli-
cation shall
contain.

First. His application shall be in writing, signed by him,
and shall contain a specific and exact description of the room
in which he desires to sell such liquors, and if the building
in which said liquors are to be sold, contains more than one
room, such application shall specifically describe and locate
the room in which he desires to sell such liquors in said
building.

Certificate of
freeholders

Second. At the time of filing the said application he shall
also file with the said County Commissioners a certificate of
eight male freeholders of good moral character resident in the
school district in which he proposes to sell such liquors, except
in the city of Salisbury, in which he shall have fifteen such
freeholders, which certificate shall state that the applicant is a
person of full age; that he is a man of sobriety and of good
moral character; and such certificate of recommendation shall
be signed with the proper signatures of such freeholders.; and
if any such freeholder cannot write he shall sign by mark,
attested by a subscribing witness; provided, that no person
shall be a competent or qualified freeholder to make such rec-
ommendation for a dealer in the city of Salisbury, unless he
be the owner of real estate of the assessed value of at least
five hundred dollars over and above all liens, nor shall any
person be a competent or qualified freeholder to make such
recommendation for a dealer in any other part of said county,
unless he be the owner of real estate of the assessed value of
at least two hundred dollars, over and above all liens; and it
shall be the duty of the said County Commissioners to ascer-
tain the qualifications of the said freeholders; and provided,
that no freeholder shall sign more than one certificate of rec-
ommendation, and if he shall sign more than one such certifi-
cate in said county, then his signature shall be considered as
a nullity, and shall be erased from all such certificates.

Cost of
license.

Third. At the time of filing the said application and certfi-
cate, the applicant shall also deposit with the clerk to the
County Commissioners the sum of two hundred dollars ($200)
for a license to sell any such liquors in quantities of a half-
gallon or less, or if he desires to sell such liquors in any greater
quanties than one-half gallon at a time, he shall take out an
additional license after complying with the same requirements
as are necessary for a retail license, in the school district in
which such wholesale business is to be conducted, and for such
license he shall deposit with the clerk the sum of two hundred
dollars for a license to sell such liquors in quantities greater
than one-half gallon; and the said sum shall be paid for a
