grading, repairing, drainage, leveling, surveying, laying out,
extending, widening, opening, closing, straightening, relocat-
ing, improving or repairing any street, sidewalk or alley in
said fown; and may condemn or purchase the right of way
of any street or alley which they may determine should be
opened for the public good; for the preservation of property
rights and privileges; for the regulation of sales of the streets,
alleys or public places in said town; for the weighing of hay,
coal and other property; for the suppression of vice and
immorality; for the suppression of concealed weapons; for
suppressing the practice of discharging fire-arms, fire crackers,
torpedoes or other explosives; for regulating the handling and
storing of all kinds of explosives; for the prevention of gamb-
ling; for the licensing of theatrical or other public amuse-
ments; to suppress tramps; for lighting the streets; for pre-
venting swine, cattle, dogs or other animals from running at
large on the streets; for imposing a tax on dogs; for locating
of hog-pens, privies and stables; and the Mayor and Town
Council shall have full power and authority to pass all such
ordinances as may be necessary to carry out and to give full
force and effect to the powers conferred upon said corporation
by law. And be it further enacted, That the Mayor and Town
Council shall have the right to provide for the organization,
equipment and government of fire companies, and to permit
said fire company to organize as a body, and to provide within
its self all sales and regulations of its members and property
appertaining thereto, subject to the general supervision of the
said Mayor and Town Council.

Tax upon
dogs.
|
189. The Mayor and Town Council shall have power to levy
a tax upon dogs, not to exceed one dollar for any one dog, and
also a tax not to exceed two dollars upon any one bitch, within
the said corporation.

Right of
appeal.
|
190. Whenever it shall, in the judgment of the Town Coun-
cil, become necessary to condemn land for the purpose of open-
ing or widening a street or alley, the corporation or any person
aggrieved by the condemnation proceedings may appeal to the
Circuit Court under such regulations as may be prescribed by
ordinance.
