judgment in such suits, unless the said bailiff or collector shall
show that he has discharged his duty in such case according to
law; it shall be the duty of the said bailiff or collector to assess
from time to time, subject to an appeal to said Mayor and
Town Council, any property in said town liable to taxation,
and which shall come to his knowledge as having been omitted
from the assessment book of said town, and all property
brought into said town from time to time, and becoming liable
to taxation; and provided further, that this act shall not affect
the right of any present or past collector or bailiff from collect-
ing any past due taxes placed in his hands under the then
existing law.

184. The Town Council shall provide for maintaining town
scales, and a lockup or town prison where all offenders against
the ordinance of the town may be imprisoned by the tribunal
having jurisdiction to hear such offences.

185. No member of the Town Council shall, during hie
term of office, hold or be interested in any other office under
the corporation, nor be a party directly or indirectly to
or interested in any contract in which the corporation is
interested.

Council shall constitute a quorum for the transaction of busi-

187. It shall be the duty of the town clerk to be present at
all the meetings of the Mayor and Council; he shall keep a
correct record of their proceedings, and an account of all
their financial transactions; he shall enter all ordinances passed
by the Mayor and Council, and signed by the Mayor, in s
book kept by him for that purpose, and the books of said cor-
poration shall be open for the inspection of any tax-payer at
all times, and copies of all ordinances shall be put up in the
public place in said town.

deem necessary for the good government of the town, for the
preservation of peace and good order and securing persons and
property from violence, danger and destruction; for the re-
