visions of this act; and the said groups of assessors shall when
directed by the said Appeal Tax Court, immediately, in con-
formity to the provisions of this act, proceed to assess and
value the property in said city as they shall be directed to do
by said Appeal Tax Court, and at the place designated by said
court. The Governor shall also appoint three suitable persons
in the first, second, third and fourth wards of Baltimore city,

who shall be a Board of Control and Review for the said first
four wards of said city; the board shall be known as "The
Board of Control and Review for Baltimore City No. 1 ;" he
shall also appoint three suitable persons in the fifth, sixth,
seventh and eighth wards of said city, who shall be a Board of
Control and Review for said last named wards, which board
shall be known as "The Board of Control and Review for Bal-
timore City No. 2 ;" he shall also appoint three suitable per-
sons in the ninth, tenth, eleventh and twelfth wards of said
city, who shall be a Board of Control and Review for the last
named four wards, said board shall be known as "The Board of
Control and Review for Baltimore City No. 3 ;" he shall also
appoint three suitable persons in the thirteenth, fourteenth,
nineteenth and twentieth wards of said city, who shall be a
Board of Control and Review for the last named four wards
of said city, said board shall be known as "The Board of Con-
trol and Review of Baltimore City No. 4;" he shall also
appoint three suitable persons in the fifteenth, sixteenth, seven-
teenth and eighteenth wards of said city, who shall be a Board
of Control and Review for the last named four wards, said
board shall be known as "The Board of Control and Review
for Baltimore City No. 5; he shall also appoint three suitable
persons in the twenty-first and twenty-second wards of said
city, to be a Board of Control and Review for the last
named two wards of Baltimore city, said board to be known
as "The Board of Control and Review for Baltimore City No.
6 ;" each of the said persons so appointed to be members of
the said respective Boards of Control and Review shall be
registered voters, property-owners and tax-payers, and shall
have resided in one or more of the wards of Baltimore city,
and have been a tax-payer therein for at least two years before
his said appointment; and shall have adequate knowledge of
the value of property in the locality for which he is appointed ;
and one of the members of each of said Boards of Control
and Review shall belong to or be a member of the political
party which casts the next largest number of votes at the
last general election in this State, and who shall be selected
from a list of three persons whose names shall be presented to
