62 THIRTY-FIRST ANNUAL REPORT

Dear Mr. Speaker:

In accordance with the provisions of Article 2, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 8.

This Bill provides that the Governor shall include in the Budget
each year a sum not less than $15,000 for the writing, printing and
publication of a history of the General Assembly for each of the
next four fiscal years. It further provides for the creation of a Board
of Legislative History to oversee the writing, printing and publication
of such a history.

I think that a history of the General Assembly would be of interest
to many, but I do not believe that the method to achieve such a history
as provided in this Bill is the proper way to bring about such a
document. I believe the universities and colleges of our State should
be approached to see if scholars on their staffs would not undertake
such a project.

For the reasons set forth above, I feel compelled to veto House
Bill 8.
