Other than this expected confusion in manning the Record Cen-
ters during the first year of their operations we enjoyed almost un-
paralleled stability in staff membership. There was only one change in
Program 1, the resignation of the Account Clerk; and none at all in
Program 2, Archival Administration.
There were only two reclassifications of positions during the year
both of which have already been noted: one upward, from Senior
Account Clerk to Stenographer, Accounting; and one downward, from
Junior Archivist to Photographer, although in this case the reclassifica-
tion had been made earlier but only became effective with the transfer
of Mr. Hirsch. All of us will benefit, however, from the general
increase in salaries of five percent of the minimum in each classifica-
tion, in the form of a sixth increment, which was provided by the
General Assembly and which becomes effective July 1, 1960. The new
scale is given for your information in "Financial Statement."
