52 TWENTY-FOURTH ANNUAL REPORT
SECTION 1. Be it enacted by the General Assembly of Mary-
Land, That Section 104 of Article 41 of the Annotated Code
of Maryland (1957 Edition), title "Governor—Executive and
Administrative Departments", sub-title "State Manual", be
and it is hereby repealed and re-enacted, with amendments,
to read as follows:
104. It shall be the duty of the Secretary of State [to
publish from time to time a manual of the State of Maryland]
to issue every two years a manual of the State of Maryland, said
Manual to be compiled, edited and printed by the Hall of Records
Commission.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1959.

As part of our continuing effort to relieve the record keeping prob-
lems of the Clerks of Court, we sponsored two bills which were passed
at the same session of the General Assembly. One of these acts provides
for the disposal of certain records of Justices of the Peace which now
occup3r a significant amount of the vault space of all the Clerks of
Court. The other authorizes the orderly destruction of records of
conditional contracts of sale which have legal value for only a limited
period of time. Both Acts are here reproduced:

AN ACT to repeal and re-enact, with amendments, Sections
31 and 114 of Article 52 of the Annotated Code of Maryland
(1957 Fxiition), title "Justices of the Peace/'sub-titles
"Docket" and "Trial Magistrates System/' relating to the
retention and destruction DISPOSAL of the dockets and
other papers of justices of the peace, and justices of the
peace designated as trial magistrates in this State and re-
lating generally thereto.
