filming of the Annapolis Capital and the missing publications of other
state agencies. Moreover, whenever we must send a unique manuscript
record book to be bound, we feel that we are obliged to make an insurance
microfilm copy if no other copy is in existence. Microfilming of county
records is treated in a separate section of this report. A detailed analysis
