of the Constitution of 1867 from a photostatic copy of the original fur-
nished by the Hall of Records. Dr. Elwyn A. Mauck and Mrs. Janet
Hoffman of the Fiscal Research Bureau were responsible for the excellent
new chart of Maryland government which we substituted for the one we
had prepared ourselves during the previous year. In earlier editions of the
Manual the single General Index had contained, in addition to agencies and
functions, the names of present State officers. In order to increase the use'
fulness of the book we retained the General Index, but in addition, we
provided a Name Index which contains not only the State but also County,
Municipal and Regional officers as well as all the names appearing in the
historical sections.
Pictures of members of the General Assembly are always very much
in demand and difficult to get. We have for a long time wanted to include
photographs of our legislators in the files of the Hall of Records but in
the past we have somehow always lacked the means. Last year with the
cooperation of an Annapolis photographer who was willing to take the
pictures and furnish a print in return for the rights to the negative, we
were able to take the pictures while the General Assembly was in session.
At very little cost we were able to include these pictures in the Manual.
We also published a photograph of the members of the Court of Appeals.
Many of the historical lists of officers of Maryland as Province and
State had been prepared by the late Dr. Bernard Steiner. In the course of
time his lists had become corrupted by repeated printer's errors and omis'
sions and in some few cases there were inaccuracies due to the lack of
available records. We had made some corrections in our first edition but
so many others were called to our attention that we decided to do the whole
section over again. The new lists were compiled from the original records
in our possession by Gust Skordas, Assistant Archivist. We also included
for the first time a list of current publications of State agencies and the
tabulated results of the legislative elections of 1946. We inadvertently
omitted in both of our editions the results of the primary elections of 1948.
The primary results of 1950 will appear with the tables for the general
election in our next edition.
Several proposals are still under consideration. It has been suggested
that we attempt to describe briefly the private agencies which receive State
aid. Various members of the General Assembly have asked us to compile
and publish in the Manual short historical sketches of the counties and
the City of Baltimore. Finally, we are not sure whether the Manual should
