gccution of his plan; Provided however, that no class or scheme,
shall be drawn until the said Littell shall have deposited in the
treasury of the western shore a dumber of copies of every book
which shall be proposed to be sold thereby, equal to one-tenth
of the whole number of copies of such book proposed to be
sold or distributed by such class or scheme; Provided, said
Littell shall not be authorised to distribute any thing but books,
by virtue of this act; And provided, that no book shall be sold
or distributed under authority of this act which shall not have
been previously approved of by the governor and council.

CHAP. 228.

Proviso

2. And be it enacted, That the said Littell shall have full
power and authority to contract with any person or persons to
aid him in the performance of the conditions of this act, or to
sell and dispose of the privileges hereby given.

3. And be it enacted, That the copies to be delivered to the
state shall be disposed of as follows: Five copies shall be de-
posited in a state library for the use of the executive and legis-
lative branches of this government, and the remaining copies
shall be distributed throughout the state by direction of the le-
gislature, to form so many public libraries, or parts of public
libraries, and shall be open to the free use of every citizen, with
no other regulations and restrictions than may be necessary to
their safety and usefulness.

4. And be it enacted, That previous to the sale of any tick-
ets under this act, the said Littell shall give bond to the state
for the faithful execution of the trust hereby created, in such
sum, and with such securities, as the judges of the city court of
Baltimore may deem necessary and approve; the right, however,
is reserved to the legislature of this state to repeal this act at
any time, which repeal shall go into operation after one year
from the day it is passed.

CHAP, CCXXIX
An Additional Supplement to the Act concerning Crimes and Punishments.
1 Be it enacted by the General Assembly cf Maryland,
That there be effected an additional building at the Maryland
Penitentiary, by extending the present wing one hundred and
seventy feet, under the direction and management of the direc-
tors, and they are hereby authorised to contract for all materi-
als necessary for the said additional building, and to proceed to

the erection of the same as soon as practicable; Provided, that
the said directors shall, before they contract for any of said
materials, issue proposals for the supply of the same, and insert
the same twice a week, for six successive weeks, in two of the
newspapers published in the city of Baltimore, and the diffe-
rent proposals made to them shall be preserved by the clerk of
the directors, and laid before the next general assembly if re-
quired.

And be it enacted, That the directors shall, as far as
praticeable employ the convicts in the preparation of the ma-
terials, and in the erection of said building; and for any pay-
ments on account of the contracts for said materials, the board
of dirtectors are authorised to draw on the treasurer of the wes-
tern shore, who is required to pay said drafts out of any unap-
prapriated money in the treasury.
