[(a)] Except as provided in this section for an action under § 11-312 of this
subtitle, any person aggrieved by a final decision of the Board in a contested case, as
defined in § 10-201 of the State Government Article, may take an appeal as allowed in
§§ 10-215 and 10-216 of the State Government Article.

(k) "Mental facility" means any place providing a clinic, hospital, day residential
or other programs, public or private, other than a veterans' hospital, which purports to
or does provide treatment for persons suffering from mental disorders as defined in §
[10-101(f)] 10-101(H) or § 12-101(f) of the Health - General Article, mental
retardation as defined in § 7-101(1) of the Health - General Article, or drug addiction
[as defined in § 9-101(h) of the Health - General Article] or for chronic alcoholics [as
defined in § 8-101(c) of the Health - General Article].
