whether oral or written, between two or more persons by which:

(1) A franchise or distributorship [granting] GRANTS the right to engage
in the business of offering, selling or distributing goods or services under a marketing
plan or system prescribed in substantial part by a franchisor or a distributor; [and]

Article 64A - Merit System

27.

(a) (2) (x) Notwithstanding any other provision of law other than Section 4
of Chapter [____ (H. B. 1475)] 831 of the Acts of 1989, on or after July 1, 1989,
individuals in positions included in the executive pay plan with a salary of grade (ES) 6
and above, may not accrue or use compensatory leave except for a legal State holiday on
which the individual works at least 5 hours, in which instance, the individual may accrue
a compensatory day of leave that must be used within 1 year of the date of accrual.
