COMPLY WITH SUBSECTION (C)(2) OF THIS SECTION DUE TO:
(1) AN ACT OF GOD; OR
(2} AN EMERGENCY, AS DETERMINED BY THE COMMISSION.

[(k)] (L) The Commission shall adopt regulations to implement the provisions of
this section.

30.

(a) (1) In this section the following words have the meanings indicated.

(2) "Horsemen's organization" means:

(I) FOR A TRACK LICENSED UNDER § 17 OF THIS ARTICLE,
a group which represents a majority of the horsemen at a particular track or a majority
of the applicable breeders in this State for tracks licensed under § 17 of this articlef.];
AND

(II) For [tracks] A TRACK licensed under § 7 of this article,
["horsemen's organizations" means] a group which represents a majority of the
horsemen at a particular track and a majority of the applicable breeders in this State.

(3) "Intertrack wagering" means pari-mutuel wagering on intrastate
simulcast horse races held at [an in-state] A sending track by patrons at [an in-state]
A receiving track, and transmission of the wagers to the [in-state] sending track.

(4) "Intrastate simulcast horse races" means horse races conducted at [an
in-state] A sending track, transmitted simultaneously by video signal to [an in-state] A
receiving track.

(5) "Intrastate simulcasting agreement" means any agreement between
[an in-state] A sending track and [an in-state] A receiving track relating to the terms
and conditions of the transmission and receipt of intrastate simulcast horse races.

(6) "Intrastate simulcasting license" means a license issued by the
Maryland Racing Commission permitting wagering on intrastate simulcast horse races.

(7) "[In-state receiving] RECEIVING track" means any:

(!) ANY [harness] HORSE HARNESS racetrack [located in
Worcester County] WITHIN THE STATE that is operated by the holder of a license
issued by the Maryland Racing Commission [to conduct a horse race meeting] UNDER
§ 7 OR § 17 OF THIS ARTICLE and that is equipped to receive simulcast horse races
and to conduct intertrack wagering on those races; OR

(II) ANY THOROUGHBRED RACETRACK LOCATED IN
ANNE ARUNDEL COUNTY THAT IS OPERATED BY THE HOLDER OF A
LICENSE ISSUED BY THE MARYLAND RACING COMMISSION UNDER § 7 OF
THIS ARTICLE AND THAT IS EQUIPPED TO RECEIVE SIMULCAST HORSE
RACES AND TO CONDUCT INTERTRACK WAGERING ON THOSE RACES.
