Ch. 94 LAWS OF MARYLAND
(2) This section does not apply to:

(i) The purchase of books or other materials for instruction;
(ii) Emergency repairs; [or]

(iii) Any contract or purchase made by a county for a community
college under procedures authorized by the county charter or an act of the General
Assembly; OR

(IV) ANY CONTRACT OR PURCHASE THAT QUALIFIES AS A
"SMALL PROCUREMENT" AS DEFINED IN THE STATE PROCUREMENT
REGULATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Crabs - Notice of Public Hearings

FOR the purpose of clarifying the requirement that the Department of Natural
Resources advertise public notice for proposed crab regulations in certain
counties; repealing the requirement that certain adopted rules and regulations be
published in certain newspapers; and making a technical correction.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Natural Resources

4-803.

(b) [Rules and regulations of the Department] THE DEPARTMENT'S
REGULATIONS may not become effective under this section until the Department
first holds public hearings. The Department shall advertise the time, place, and purpose
of the hearings in one newspaper of general daily circulation in the State, and at least
in one newspaper circulated in THE AFFECTED REGION OF each county WHOSE
