any combustible, explosive or implosive composition, or any substance or combination
of substances, or article prepared for the purpose of producing a visible or an audible
effect by combustion, explosion, implosion, deflagration, or detonation. The term
"fireworks" does not include toy pistols, toy canes, toy guns, or other devices in which
paper caps containing twenty-five hundredths grains or less of explosive compound are
used, provided they are so constructed that the hand cannot come in contact with the
cap when in place for use; or toy pistol paper caps which contain less than twenty
hundredths grains of explosive mixture; or sparklers containing no chlorates or
perchlorates; OR PAPER WRAPPED SNAPPERS CONTAINING LESS THAN
THREE HUNDREDTHS GRAINS OF EXPLOSIVE COMPOSITION; OR
ASH-PRODUCING PELLETS KNOWN AS "SNAKES" WHICH CONTAIN NO
MERCURY AND ARE NOT REGULATED BY THE U.S. DEPARTMENT OF
TRANSPORTATION.

SECTION 2.——AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

SECTION 2. AND BE IT FURTHER ENACTED, That (his Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

AN ACT concerning

Ethics - Lobbyists - Reporting and Registration

FOR the purpose of altering certain lobbyist reporting and registration provisions of the
Public Ethics Law to clarify the requirements for certain lobbying entities; and
generally relating to the lobbyist reporting and registration provisions of the
Public Ethics Law.

BY repealing and reenacting, with amendments,
Article 40A - Maryland Public Ethics Law
Section 5-105(c)
Annotated Code of Maryland
(1986 Replacement Volume and 1989 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
