tanks to meet the financial assurance requirements adopted by the Environmental
Protection Agency;

(2) Current financial assurance programs adopted by other states,
including their funding mechanisms and fiscal impact to the State;

(3) The need for and feasibility of a State insurance fund for underground
storage tanks;

(4) The availability and affordability of commercial insurance, including a
survey of underwriters and owners or operators of underground storage tanks, to
determine:

(i) The number of applications made;

(ii) The number of applications rejected and the reasons therefore;

(iii) The number of policies written;

(iv) The information required as part of the application; and

(v) The rate structure of all policies written;

(5) The availability and affordability of other financial assurance
mechanisms for small owners and operators, including marinas;

(6) The availability of or need for financial assistance to perform any
necessary tank upgrade or replacement; and

(7) The number of underground storage tanks existing in the State that are
subject to the financial assurance requirements.

(g) The Task Force shall report its findings and recommendations to the
Governor and General Assembly by December 1, 1990.

SECTION 6. 2, AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Workers' Compensation Insurance Fund Injured Workers' Insurance Fund

FOR the purpose of changing the name of the State Accident Fund to be the Workers'
Compensation Insurance Fund Injured Workers' Insurance Fund; repealing a
certain provision requiring the Commissioners commissioners of the Fund to
request the Treasurer to transfer certain money from the Fund to the State
