and

(2) make technical amendments to the residential real property tax deferral law.

AN EMERGENCY ACT to:

(1) establish separate member groups for sworn police officers; paid firefighters,
fire officers and rescue service personnel; and certain members covered by a collective
bargaining agreement between the County and a certain bargaining unit;

(2) provide for crediting of interest on member contributions for members of the
Employees' Retirement System;

(3) implement a "pick-up plan" under the Internal Revenue Code for employee
contributions made under the optional plan and the integrated plan;

(4) establish a new procedure for determining credited service for purposes of
determining commencement of benefits for members with combined full-time and
part-time service;

(5) provide integration of benefits under the integrated plan at the applicable
social security retirement age;

(6) provide that certain members of the retirement system are eligible for
non-service-connected disability benefits after five years of credited service;
