WILLIAM DONALD SCHAEFER, Governor

WHEREAS, In an effort to persuade Maryland youth to become more involved in
solving the State's drug and alcohol abuse problem, a Youth Drug Summit was
sponsored on October 3, 1989; and

WHEREAS, The Summit participants were challenged to implement the ideas
developed at the 1989 Summit within their local jurisdictions; and

WHEREAS, Maryland's youth should be more involved in addressing the State's drug
and alcohol abuse problems; and

WHEREAS, The creation of a commission that will address drug and alcohol abuse
from a youth's perspective may be helpful in resolving this problem;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER:

A. Definitions. In this Executive Order, the following words have the meanings
indicated.

(1) "Commission" means the Governor's Drug and Alcohol Abuse
Commission.

(2) "County" includes Baltimore City.

(3) "Regional" includes the following geographical distinctions:

(a) Northern Region consists of the counties of Harford, Cecil,
Baltimore County, Carroll, and Baltimore City;

(b) Southern Region consists of the counties of St. Mary's, Charles,
and Calvert;

(c) Eastern Region consists of the counties of Worcester, Somerset,
Wicomico, Dorchester, Talbot, Caroline, Queen Anne's, and Kent;

(d) Western Region consists of the counties of Garrett, Allegany,
Washington, and Frederick; and

(e) Central Region consists of the counties of Montgomery, Howard,
Anne Arundel, and Prince George's.

(4) "Youth" means any person who:

(a) is under the age of 21; or

(b) is enrolled in the 10th or 11th grade at the secondary level.

(5) "Youth Commission" means the Governor's Youth Drug and Alcohol
Abuse Commission.

B. Establishment of the Youth Commission.
