the provisions of this Executive Order.

EXECUTIVE ORDER OF APRIL 3, 1990

Proclaiming an Extended Session of the Maryland General Assembly

WHEREAS, I, William Donald Schaefer, Governor of the State of Maryland, being
advised that the Budget Bill has not been finally acted upon on this seventh day
before the expiration of the 1990 regular session of the General Assembly; and

WHEREAS, Article III, Section 52(10) of the Maryland Constitution provides that
under these circumstances the Governor shall issue a proclamation extending the
session for a period as may, in the Governor's judgment, be necessary to allow for
the passage of the Budget Bill; and

WHEREAS, Other matters may not be considered during such extended session except
a provision for the cost thereof; and

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, DO HEREBY
PROCLAIM THAT THE 1990 REGULAR SESSION OF THE MARYLAND
GENERAL ASSEMBLY IS HEREBY EXTENDED, COMMENCING AT 10:00
A.M. ON TUESDAY, APRIL 10, 1990, IN THE STATE CAPITAL IN THE
CITY OF ANNAPOLIS FOR THE PURPOSE OF PASSING THE STATE
BUDGET BILL. THIS EXTENSION MAY NOT EXCEED TEN DAYS.

The Governor's Youth Drug and Alcohol Abuse Commission

WHEREAS, The average Maryland youth who uses drugs or alcohol started
experimenting with these substances at age 11; and

WHEREAS, It is estimated that 60% of Maryland's high school seniors use drugs or
alcohol; and

WHEREAS, Alcohol related fatalities are the number one cause of death among youths
in their teens; and

WHEREAS, The total number of youth admitted to Maryland Alcohol and Drug Abuse
Treatment Programs has risen from 2,300 per year to over 4,000 annual
admissions in the last 6 years; and
