EXECUTIVE ORDERS

EXECUTIVE ORDER OF AUGUST 11, 1989

State Employees Risk Management Administration

WHEREAS, Occupational injuries by State workers are a serious concern in the
administration of an efficient and effective government workforce; and

WHEREAS, The State must continue to provide and maintain a work environment
which supports the health, well-being, and productivity of its employees as they
carry out their responsibilities to the citizens of Maryland; and

WHEREAS, In addition to the well-being of its workers, the State also has an
obligation to reduce the financial burden caused by occupational injuries, as these
costs are borne by the citizens of Maryland; and

WHEREAS, There is evidence that implementing formal and effective accident
prevention and loss control programs can help to eliminate or reduce occupational
injuries and illnesses in the State workforce; and

WHEREAS, There is a need for a centralized unit to coordinate the State's efforts in
protecting its workers and to ease the financial burden on its citizens;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER EFFECTIVE IMMEDIATELY:

A. There is a State Employees Risk Management Administration.

B. The State Employees Risk Management Administration shall be located as a
program of the Maryland State Accident Fund, ("The Fund"), an independent
agency which will coordinate its efforts with the Office of the Governor.

C. The Fund will be responsible for planning, designing, implementing,
controlling, and evaluating the provisions of this Executive Order, including the
State Employees Risk Management Administration.

D. The Fund shall maintain all case files and compile an adequate date base to
carry out the intent of this Executive Order.

E. The Fund shall establish education and training programs to inform all State
Departments and Agencies of their responsibilities under provisions of this
Executive Order.

F. There is a Maryland State Employees Risk Management Advisory Council
("Council") that consists of representatives of the Governor and members or
designees of the following State agencies:
