EXECUTIVE ORDER OF JULY 7, 1989

Maryland Automobile Insurance Fund Advisory Board

WHEREAS, By Chapter 73 of the Acts of 1972, the General Assembly created the
Maryland Automobile Insurance Fund and provided for the Fund to be
administered by an Executive Director under the policy guidance of a Board of
Trustees; and

WHEREAS, In order to advise the Executive Director and the Board of Trustees of the
Fund on the performance of their duties, the Maryland Automobile Insurance
Fund Advisory Board was created by Executive Order dated January 16, 1974; and

WHEREAS, Due to a major revision of the governing structure of the Fund by Chapter
241 of the Acts of 1976, the composition and duties of the Advisory Board were
amended by Executive Order dated July 1, 1976; and

WHEREAS, The Advisory Board has performed with distinction over the years in
advising the Executive Director of the Fund in the exercise of the powers and
duties conferred upon that office; and

WHEREAS, Both the Executive Director of the Fund and the Governor are grateful to
the past and present members of the Advisory Board for their service and advice
over the years, which has helped to establish the Fund as a viable and functioning
automobile insurance company able to fulfill its legislated purpose of providing
insurance coverage to the citizens of the State who are unable to obtain coverage
in the private sector; and

WHEREAS, Due to the continuing changes in and enhanced local presence of the
Board of Trustees of the Fund the reasons for maintaining a separate Advisory
Board to provide assistance to the Executive Director of the Fund have become
significantly less compelling;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER EFFECTIVE JULY 1, 1989:

A. Both Executive Order 01.01.1974.06, dated January 16, 1974 which created
the Maryland Automobile Insurance Fund Advisory Board and Executive Order
01.01.1976.04, dated July 1, 1976, which are amended the role and duties of the
Advisory board, are hereby rescinded.

B. As of the effective date of this Order, there shall no longer be an Advisory
Board for the Maryland Automobile Insurance Fund. However, in addition to
gratefully acknowledging the value of the past assistance rendered by each
member of the Advisory Board, the Governor and the Executive Director of the
