WILLIAM DONALD SCHAEFER, Governor

WHEREAS, Improper or inefficient practices and misuse related to any of our assets
must be eliminated wherever possible; and

WHEREAS, Our energy consumption is again increasing and our nation is importing
more petroleum, making our energy security hostage to foreign oil producers; and

WHEREAS, We are concerned for the quality of our air, land and water, knowing
cleaner air will reduce waste on our land and water, and stricter control of toxic
and hazardous waste will improve our exposure to risk; and

WHEREAS, Our citizens deserve our best efforts at total resource conservation and by
using all of our resources - natural and working - wisely, to preserve our future;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER:

A. There shall be a Statewide Conservation Program implemented in the
Department of Budget and Fiscal Planning.

B. The Secretary of the Department of Budget and Fiscal Planning, with the
approval of the Governor, shall appoint a Director of Conservation.

C. The Director of Conservation shall supervise the program and report to the
Secretary of the Department of Budget and Fiscal Planning.

D. The basic objective of this intensive conservation improvement effort shall
be the participative ethical management of all State physical and fiscal resources
so as to receive the highest value for our tax dollars.

E. Conservation must be applied for their preservation to money, machinery,
maintenance, materials and energy, including use of recycling, to prevent loss,
misuse, decay or inefficiency and must permeate every working level within the
State.

F. Effectiveness in implementation of this general conservation program will be
considered a major evaluation measure of agency/department quality of
performance. Agency heads shall assign, as a collateral duty, representatives to a
Statewide Conservation Council which will be chaired by the Director of
Conservation.

G. This program will require the full cooperation of all State agencies both with
each other and with the public. By doing this we can set an example for, and
encourage all those we serve.

H. We must achieve the highest quality work results available from effort,
excellence, efficiency, effectiveness, and economy.
