EXECUTIVE ORDER OF MAY 11, 1989

Governor's Advisory Council on Recycling

WHEREAS, Maryland law will require local government to reduce its solid waste
stream by 10 to 20 percent through recycling by 1994; and

WHEREAS, Technology on recycling and the identification and establishment of
markets for recycled products is just emerging; and

WHEREAS, Realization of the State's recycling goals will require a coordinated effort
involving local government, the private sector, and the citizens of this State;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER:

A. The Council. There is a Governor's Advisory Council on Recycling.
B. Membership and Procedures.

(1) The Council shall consist of 14 members appointed by the Governor.
Of the members appointed, the Council shall include:

(a) 1 member of the Senate of Maryland, nominated by the President
of the Senate;

(b) 1 member of the House of Delegates, nominated by the Speaker
of the House;

(c) 1 representative of the Department of the Environment with
expertise in solid waste minimization;

(d) 1 representative of the Maryland Association of Counties;

(e) 1 representative of the Maryland Municipal League;

(f) 1 representative of the Northeast Maryland Waste Disposal
Authority;

(g) 1 representative of the environmental community;

(h) 1 representative of the recycling industry;

(i) 1 representative of the packaging industry;

(j) 1 representative of the solid waste industry;

(k) 1 representative of the Maryland Food Dealers Association;
