It is further found and declared that the health and safety of Maryland residents
will be protected best by the State assuming responsibility for enforcement within
Maryland of the federal mobile construction and safety standards in accordance with
the federal law establishing the standards.

(b) The standards shall be based on materials developed by the Department and
on the best currently available methods of evaluating design efficiency, including
methods developed or used by:

(1) the Department of Housing and Urban Development and other federal
agencies;

(2) the [National Bureau of Standards] NATIONAL INSTITUTE OF
STANDARDS AND TECHNOLOGY; and

(3) professional societies.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

Howard County - Board of License Commissioners - Salary

FOR the purpose of altering the amount that is paid to the chairman and the members
of the Howard County Board of License Commissioners for reimbursement of
certain expenses; and prohibiting the flat-rate reimbursement amount from
affecting the incumbents.
