VETOES
Dear Mr. Speaker:

in accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 862.

This bill allows certain counties to provide that volunteer advanced life support
personnel are eligible for workers' compensation coverage. It also expands the
definition of a "public safety employee" to include volunteer advanced life support
personnel.

Senate Bill 219, which was passed by the General Assembly and signed by me on May
29, 1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 862.

AN ACT concerning

Workers' Compensation - Advanced Life Support Personnel

FOR the purpose of adding members of certain volunteer advanced life support units to
the list of those eligible for coverage under the workers' compensation laws;
allowing certain county councils and county commissioners to provide for this
coverage; adding advanced life support personnel to a certain definition; and
generally relating to members of advanced life support units.

BY repealing and reenacting, with amendments,
Article 101 - Workmen's Compensation
Section 21(c)(5), 34(e), and 67(16)
Annotated Code of Maryland
(1985 Replacement Volume and 1989 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 101 - Workmen's Compensation

21.

(c) The following employees are exempt from the coverage of this act:

(5) (i) Except as provided in subparagraph (ii) of this paragraph,
nembers of volunteer police departments, nonsalaried members of boards or
commissions, volunteer workers for agencies or departments of any political
subdivisions, volunteer civil defense members or trainees, AND members of volunteer
fire departments [and], rescue squads, AND ADVANCED LIFE SUPPORT UNITS in
