VETOES

This bill would allow Baltimore City to continue to use its highway user revenues for
public school transportation in FY 1991 and 1992.

Senate Bill 518, which was passed by the General Assembly and signed by me on May
29, 1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 137.

AN ACT concerning

Baltimore City - Highway User Revenues - Public School Transportation

FOR the purpose of removing extending a limitation on the period of time during which
highway user revenues distributed to Baltimore City are authorized to be used to
pay or finance students' costs of certain public school transportation; and
generally relating to the use in Baltimore City of highway user revenues for public
school transportation.

BY repealing and reenacting, with amendments,

Section 8-408(a)
Annotated Code of Maryland
(1977 Volume and 1989 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

8-408.

(a) Highway user revenues distributed to Baltimore City and Kent County may
be used only to pay or finance:

(1) Costs incurred in the construction, reconstruction, or maintenance of
its highways and streets;

(2) Costs incurred by its police department for carrying out traffic
functions and enforcing the traffic laws;

(3) Costs incurred in its other highway related activities for:
(i) Lighting the highways;
(ii) Storm water drainage of the highways; and
