MARYLAND, That the Laws of Maryland read as follows:

Article 44A - Housing Authorities

8D.

(a) (1) In this section the following words have the meanings indicated.

(2) "Housing or housing project" means any undertaking or project, or a
portion of it, including lands, buildings, and improvements, real, mixed, and personal
properties, or an interest in them that is planned, acquired, owned, developed,
constructed, reconstructed, rehabilitated, or improved for the purpose of providing
dwelling accommodations for persons of eligible income, streets, roads, sewerage, and
waterlines, and other supporting public and private facilities intended for commercial,
educational, cultural, recreational, community, or other civic purposes as may be
deemed necessary for sound community development.

(3) "Persons of eligible income" means persons who individually or as part
of a family unit lack sufficient income or assets to enable them, without financial
assistance, to live in decent, safe, and sanitary dwellings without overcrowding.

(B) THE HOUSING AUTHORITY OF WASHINGTON COUNTY
CONSTITUTES A PUBLIC BODY CORPORATE AND POLITIC, EXERCISES
PUBLIC AND ESSENTIAL GOVERNMENTAL FUNCTIONS, AND HAS ALL THE
POWERS NECESSARY OR CONVENIENT TO CARRY OUT THE PROVISIONS
AND PURPOSES OF THIS ARTICLE.

(C) THE BOARD OF COUNTY COMMISSIONERS OF WASHINGTON
COUNTY SHALL APPOINT AND MAY REMOVE, FOR JUST CAUSE, A
COMMISSIONER OF THE AUTHORITY.

(D) (1) NOTWITHSTANDING THE PROVISIONS OF § 5 OF THIS
ARTICLE, THE AUTHORITY HAS 7 COMMISSIONERS FROM AND AFTER
JULY 1, 1990, AND EXERCISES THE POWERS AND DUTIES SET FORTH IN
THIS ARTICLE.

(2) THE 5 COMMISSIONERS OF THE AUTHORITY SERVING ON
JULY 1, 1990 SHALL CONTINUE TO SERVE UNTIL THEIR RESPECTIVE
TERMS EXPIRE AND THEIR SUCCESSORS HAVE BEEN APPOINTED AND
QUALIFIED.

(3) THE TERM OF A COMMISSIONER OF THE AUTHORITY IS 5
YEARS, AND SHALL BE STAGGERED IN A MANNER DETERMINED BY THE
BOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY.

(4) A COMMISSIONER OF THE AUTHORITY APPOINTED TO FILL
A VACANCY IN AN UNEXPIRED TERM OR TO SUCCEED A COMMISSIONER
WHO IS HOLDING OVER SERVES ONLY FOR THE REMAINDER OF THAT
TERM.

(5) A COMMISSIONER OF THE AUTHORITY CONTINUES TO
