Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 120.

This bill amends language in Article 44A concerning the Washington County Housing
Authority.

House Bill 475, which was passed by the General Assembly and signed by me on May 2,
1990, accomplishes the same purpose. The County Commissioners of Washington
County acknowledged that their goal of increasing the number of Housing Authority
Commissioners could be achieved under the revised Article 44A and agreed that House
Bill 120 need not become law. Therefore, it is not necessary for me to sign House Bill
120.

AN ACT concerning

Washington County - Housing Authorities

FOR the purpose of declaring that the Housing Authority of Washington County is a
public body corporate and politic that exercises certain functions and possesses
certain powers; authorizing the Board of County Commissioners of Washington
County to appoint and remove commissioners of the Authority; specifying that the
Authority has a certain number of commissioners after a certain date; clarifying
that certain commissioners of the Authority serving on a certain date continue to
serve until their terms expire and successors have been appointed and qualified;
setting the terms and manner of succession of commissioners of the Authority;
authorizing the Board of County Commissioners of Washington County to
determine staggered terms for commissioners of the Authority; and generally
relating to the Housing Authority of Washington County.
