WILLIAM DONALD SCHAEFER, Governor

LOANS TO PUBLIC OR PRIVATE PERSONS TO PRODUCE HOUSING FOR
PERSONS OF ELIGIBLE INCOME;

(3) PURCHASE MORTGAGES SECURED BY HOUSING FOR
PERSON OF ELIGIBLE INCOME;

(4) BORROW MONEY OR ACCEPT A GRANT OR OTHER
FINANCIAL ASSISTANCE FROM THE STATE, THE COUNTY, OR ANY
PRIVATE SOURCE TO ASSIST HOUSING PROJECTS IN HOWARD COUNTY;

(5) LEASE OR MANAGE HOUSING PROJECTS OR
UNDERTAKINGS CONSTRUCTED OR OWNED BY THE STATE, THE
COUNTY, OR ANY PRIVATE SOURCE;

(6) COMPLY WITH ANY CONDITION OR ENTER INTO ANY
MORTGAGE, TRUST INDENTURE, LEASE, OR AGREEMENT NECESSARY
TO EXERCISE A POWER ENUMERATED IN PARAGRAPHS (4) AND (5) OF
THIS SUBSECTION; AND

(7) DO ANY OTHER THING NECESSARY OR DESIRABLE TO
SECURE THE FINANCIAL AID OR COOPERATION OF THE STATE, THE
COUNTY, OR ANY PRIVATE SOURCE IN THE UNDERTAKING,
CONSTRUCTION, MAINTENANCE, OR OPERATION OF A HOUSING
PROJECT BY THE AUTHORITY.

(G) THE AUTHORITY MAY EXERCISE A POWER ENUMERATED IN
THIS ARTICLE EVEN THOUGH THE EXERCISE OF THE POWER DISPLACES
OR LIMITS ECONOMIC COMPETITION.

(H) THE POWERS GRANTED TO THE AUTHORITY UNDER
SUBSECTION (G) OF THIS SECTION DO NOT:

(1) GRANT A POWER TO THE AUTHORITY IN A SUBSTANTIVE
AREA NOT OTHERWISE GRANTED TO THE AUTHORITY BY OTHER
PUBLIC GENERAL OR PUBLIC LOCAL LAW;

(2) RESTRICT THE AUTHORITY FROM EXERCISING A POWER
GRANTED TO THE AUTHORITY BY OTHER PUBLIC GENERAL OR PUBLIC
LOCAL LAW, OR OTHERWISE;

(3) AUTHORIZE THE AUTHORITY TO ENGAGE IN AN ACTIVITY
THAT IS BEYOND ITS POWER UNDER OTHER PUBLIC GENERAL OR
PUBLIC LOCAL LAW, OR OTHERWISE; OR

(4) PREEMPT OR SUPERSEDE THE REGULATORY AUTHORITY
OF A STATE DEPARTMENT OR AGENCY UNDER A PUBLIC GENERAL LAW.

(I) THE PROVISIONS OF THIS SECTION SHALL GOVERN IN THE
EVENT OF A CONFLICT BETWEEN THIS SECTION AND ANY OTHER
PROVISION OF THIS ARTICLE.
