be requested by the Citizens' Committee hereinafter provided for. These taxes shall be
collected as all county taxes are collected and shall be paid by the Board of County
Commissioners to the Treasurer of the Citizens' Committee, to be selected from among
its members by the Citizens' Committee or by their successors to be selected as herein
provided. The Treasurer selected by the Committee shall give bond to the Board of
County Commissioners, to be approved by a Judge of the Circuit Court of Allegany
County, in a penal sum to be fixed by the Judge, conditioned upon the faithful discharge
of the duties of the Treasurer.

B. Members. The Citizens' Committee shall consist of five (5) members, who
shall be residents of the special taxing area created in this Article.]

The taxes collected under the provisions of this Article shall be used by the
Citizens' Committee for the purpose of maintaining and operating a volunteer fire
company and ambulance service in the within described special taxing area and for
other expenses necessary and incident to carry out the provisions of this Article.]

[73-13.

A. At the time of the referendum to be held by the Board of Supervisors of
Elections of Allegany County as hereinafter provided, the owners of real property
within the special taxing district shall also elect a committee of five (5) persons.
Placement of a candidate's name on the ballot shall be upon the written petition of at
least ten percent (10%) of the registered voters within the district on forms prepared
for that purpose by the Allegany County Board of Election Supervisors. The election
shall be held in the following manner: one (1) member of the Committee shall be
elected to serve for one (1) year or part thereof, and one (1) member shall be elected to
serve for five (5) years or parts thereof. The candidate receiving the greatest number of
votes in the election shall serve for the longest term, provided that the tax district
referendum passes. The candidate receiving the next greatest number of votes shall
serve the next longest term and so on until all the terms are filled.

B. Qualifications; officers. On the second Tuesday after the first Monday in
January 1974 and of each succeeding year thereafter, there shall be a meeting of all the
interested owners of real property in the taxing area for the purposes of receiving a
report from the Committee on the operations during the year, for the election by paper
ballot of a new Committeeman for a full five-year term to replace that member whose
term is expiring and for the conduct of whatever other business as may be appropriate.
Only residents of legal age within the taxing area are eligible to hold the office of
Committeeman, and following each election, each newly elected member of the
Committee shall qualify by taking the oath prescribed. The Committee shall select from
its members a Chairman, a Secretary and a Treasurer.

C. Effect of referendum. As soon as possible following the referendum, the
Board of Supervisors of Elections of Allegany County shall certify whether the
referendum proposal has passed or not. If not, the election of the Committee of five (5)
shall be null, void and of no effect. If it has passed, the Committee of five (5) shall begin
their terms of office and shall assume all rights, powers and responsibilities of their
