(2) To the owner of riparian
property who owns less than the
required amount of shoreline,
[his] OR THE OWNER'S lessee,
licensee, or assignee if an
application is made before
October 11 of each year and if
[he] THE OWNER OR THE
OWNER'S LESSEE, LICENSEE,
OR ASSIGNEE conforms to the
requirement of subsection (d)(2)
OF THIS SECTION.
(3) Not applicable.

To the owner of riparian property
who owns less than the required
amount of shoreline, [his] OR
THE OWNER'S lessee, licensee,
or assignee, if an application is
made after October 10 and before
October 22, inclusive of each year.

To any resident nonowner of
shoreline who applies for the
license after October 21 of each
year.

(c) (1) In Kent and Queen Anne's counties only a riparian owner owning the
required amount of shoreline, [his] OR THE OWNER'S lessee, licensee, or assignee,
may erect and maintain a stationary blind or blind site, if [he] THE OWNER OR THE
OWNER'S LESSEE, LICENSEE, OR ASSIGNEE applies before October 11 of each
year.

(d) (1) A riparian owner owning the required amount of shoreline shall certify
in writing to the clerk that [he] THE RIPARIAN OWNER is the owner of the required
amount of shoreline. A lessee, licensee, or assignee of a riparian owner shall present to
the clerk a written statement from the riparian owner authorizing [him] THE LESSEE,
LICENSEE, OR ASSIGNEE to erect a stationary blind or a blind site. [He] THE
LESSEE, LICENSEE, OR ASSIGNEE also shall certify that the riparian owner owns
the required amount of shoreline.

(3) A riparian owner owning less than the required amount of shoreline
applying between October 11 and October 21, inclusive, shall certify that [he] THE
OWNER is a riparian owner, that [he] THE OWNER desires to erect a blind [site]
SITE, and that there is no previously licensed stationary blind or blind site within the
distance prohibited by § 10-617 OF THIS SUBTITLE.

(4) Any other resident applying after October 21 shall certify that [he]
THE RESIDENT is a resident of the State, that [he] THE RESIDENT desires to erect
a blind site, and that there is no previously licensed stationary blind or blind site within
the distance prohibited by § 10-617 OF THIS SUBTITLE.

(c) (3) The clerk shall issue the license upon payment of a $5.50 fee. [He]
THE CLERK shall retain 50 cents to cover issuing costs.
