39.01.01.03 Capital Appropriation

(a) Except as provided herein, appropriations to the programs listed in this
section shall be subject to the following restrictions:

(1) Funds may be expended only for the capital programs and projects
identified in Section 1 and may not be transferred to any other programs or projects. In
programs for which multiple projects are listed, including 23.05.02.01, 30.01.01.12,
30.01.02.02, 35.01.01.05 (Deficiency) and 39.01.01.03, the restriction is applicable to the
amount listed for each project included as part of the total appropriation.

(2) Expenditures for capital programs and projects may not exceed the
amounts indicated in Section 1 for those programs and projects with the exception of
transfers from the Contingency Fund as provided in the law. In programs for which
multiple projects are listed, including 23.05.02.01, 30.01.01.02, 30.01.02.02, 35.01.01.05
