	Center, Department of Juvenile Services
	Agency and the Renal Dialysis Program
	budgets to pay for services provided by this
	program. Authorization is hereby granted
	to use these receipts as special funds for
	operating expenses in this program.
	It is the intent of the General Assembly that
	no patient may be transferred from a
	State-operated comprehensive care unit
	until a plan indicating the schedule for
	phase-out of comprehensive care services
	and the provisions to be made for patients
	affected by this phase-out is submitted to
	the fiscal committees.
