AN ACT concerning

Procurement - Solar Power

FOR the purpose of clarifying the State legislative policy regarding energy efficiency in
the design and construction of any building financed or constructed by the State
or with State assistance; and altering the standards for projection of life-cycle
costs by the Department of General Services to include an evaluation of the use of
active and passive solar energy systems.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

To encourage the consideration of energy efficiency in building design and to
establish a model for future application in the private sector, it is the policy of the State
that any building financed or constructed by the State or with State assistance must be
designed and constructed to [minimize]:

(1) MINIMIZE the cost to the State; and

(2) [the consumption of energy] ACHIEVE THE MOST EFFECTIVE
EFFICIENT USE OF ENERGY resources in the operation and maintenance of the
building.
