invalid provision or application, and for this purpose the provisions of this Act are
declared severable.
SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall take
effect contingent on the taking effect of Chapter (H.B. 1369) (0lr3046) of the Acts
of the General Assembly of 1990, and if Chapter , does not become effective, this
Act shall be null and void without the necessity of further action by the General
Assembly.
SECTION 5. 6. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
and safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted, subject to the contingency described in Section 5 of
this Act.

AN ACT concerning
Criminal Cases - Restitution - Money Judgments
FOR the purpose of establishing that certain orders of restitution constitute money
judgments if they are indexed ond recorded recorded and indexed in a certain
manner; permitting certain individuals and entities to enforce certain orders of
restitution in the same manner as civil money judgments if they are indexed and
recorded recorded and indexed in a certain manner; establishing that certain
individuals and other entities have the same rights and obligations as money
judgment creditors under the Maryland Rules if certain orders of restitution are
indexed ond recorded recorded and indexed in a certain manner; providing for
certain exceptions; requiring that cejtain orders of restitution issued by a circuit
court be indexed and recorded recorded and indexed as money judgments in a
certain manner; permitting certain orders of restitution issued by the District
Court to be indexed and recorded recorded and indexed as money judgments
under certain circumstances; establishing procedures to be followed when
indexing—and—recording recording and indexing certain notices of liens;
establishing that certain orders of restitution that are indexed ond recorded
recorded and indexed in a certain manner constitute liens on certain property of
an individual who has been ordered to pay restitution; requiring a District Court
to issue certain notice to certain individuals and entities when issuing certain
orders of restitution; prohibiting a court from assessing any costs on certain
individuals or entities for certain services relating to the indexing and recording
recording and indexing of certain orders of restitution and notices of liens;
requiring a District Court to take certain stops before terminating providing that
