recorded as judgments under certain circumstances; requiring the Board of
Review for the Patuxent Institution to make certain restitution payments a
condition of parole or work release under certain circumstances; providing that,
except under certain circumstances, a pardon, partial pardon, conditional pardon,
commutation, or parole may not affect restitution; making stylistic changes;
making this Act an emergency measure; providing that this Act applies
retroactively to orders of restitution issued on or after a certain date; making the
provisions of this Act severable; making this Act subject to a certain contingency;
and generally relating to restitution.
