association shall pay its conservator the compensation that the court determines.
(c) The Division Directorf, deputy division director,] or an examiner from the
Division of Savings and Loan Associations may not receive additional compensation as
conservator of a savings and loan association.
(d) Unless authorized by the court, the conservator of a savings and loan
association may not:
(1) Retain special counsel;
(2) Incur other than normal operating expenses; or
(3) Liquidate any assets except in the normal course of operation.

Subject to the evaluation and reestablishment provisions of the Program
Evaluation Act, the provisions of this title that relate to the [Board of Savings and Loan
Association Commissioners and the] Division of Savings and Loan Associations and
that relate to the regulation of savings and loan associations are of no effect and may
not be enforced after July 1, 1992.
SECTION 2. • AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
Criminal Cases - Restitution - Money Judgments
FOR the purpose of repealing a certain chapter of the Acts of the General Assembly of
1989 relating to restitution; subrogating the State to a victim's right to recover
restitution if the victim is given an award under the Criminal Injuries
Compensation Act; removing a restriction on where restitution may be paid;
defining a certain term; allowing a court to order restitution under certain
circumstances; requiring a court to state in a certain manner the court's reasons
for not ordering restitution under certain circumstances; providing that an order
of restitution constitutes a certain judgment; providing that the termination of
restitution or probation does not affect a certain judgment; requiring that certain
restitution orders be made a condition of parole under certain circumstances;
requiring that certain orders of restitution be indexed and recorded in a certain
way; providing that a judgment of restitution constitutes a lien on the real
property of the defendant under certain circumstances; providing that a victim or
other person may not execute on certain orders of restitution indexed and
