greater than the original period allowed for approval of the plat or preliminary plan.
The ground of disapproval of any plat shall be stated upon the records of the
Commission. Any plat submitted to the Commission shall contain the name and address
of a person to whom notice of hearing may be sent. No plat may be sent by mail to the
address not less than five days before the date fixed therefor. In his application,
however, the applicant may waive the hearing and notice, and the approval of any plat
exactly as submitted by the applicant is a waiver of the hearing and notice. The
subdivision regulations may include provisions for notice to owners of properties that
would be substantially affected by approval of any subdivision plat and for public
hearings on the applications and may include provisions for an appeal to the district
council from a decision approving or disapproving a subdivision plat.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
Washington Suburban Sanitary District - Stormwater Management - Takoma Park
PG/MC 26-90
FOR the purpose of transferring to the City of Takoma Park, as of a certain date,
certain authority of the Washington Suburban Sanitary Commission for
stormwater management in the City of Takoma Park; prohibiting Montgomery
County or Prince George's County from exercising certain stormwater
management authority within the City of Takoma Park, unless otherwise agreed;
providing for the transfer of certain property of the WSSC used for stormwater
management; authorizing the issuance of certain bonds, as of a certain date, by
the City of Takoma Park for stormwater management; authorizing certain
cooperative agreements between the City of Takoma Park and Prince George's
County; authorizing, as of a certain date, the levying of an ad valorem tax for
stormwater management by the City of Takoma Park; requiring the establishment
of a stormwater management fund by the City of Takoma Park; providing for the
powers and duties of the Washington Suburban Sanitary Commission with respect
to stormwater management projects in the City of Takoma Park; providing for the
responsibilities of the City of Takoma Park for stormwater management within its
boundaries; providing for the repayment of certain bonds for stormwater
management in the City of Takoma Park; providing for stormwater management
in the City of Takoma Park and related taxation and payment of debt service on
bonds for stormwater management in the City of Takoma Park; providing for the
authority of Prince George's County and Montgomery County for stormwater
management in the City of Takoma Park; providing for certain approvals of bond
