Ch. 343 LAWS OF MARYLAND
STATEWIDE MEDIAN INCOME FOR A HOUSEHOLD OF LIKE SIZE OR SUCH
LESSER INCOME LEVEL AS MAY BE ESTABLISHED FOR ANY PARTICULAR
PROJECT BY THE SECRETARY OF HOUSING AND COMMUNITY
DEVELOPMENT.
(E) "LOCAL GOVERNMENT" MEANS ANY MUNICIPAL
CORPORATION IN MARYLAND SUBJECT TO THE PROVISIONS OF ARTICLE
XI-E OF THE MARYLAND CONSTITUTION, A COUNTY, AND ANY HOUSING
AUTHORITY AUTHORIZED UNDER ARTICLE 44A OF THE CODE.
(F) "PARTNERSHIP PROJECT" MEANS ANY UNDERTAKING FOR THE
ACQUISITION, CONSTRUCTION, RECONSTRUCTION, RENOVATION, OR
REHABILITATION OF BUILDINGS AND IMPROVEMENTS, OR ANY
PORTION THEREOF FINANCED BY THE PROGRAM, WHICH BUILDINGS
AND IMPROVEMENTS, OR PORTION THEREOF FINANCED BY THE
PROGRAM, WILL BE OCCUPIED ENTIRELY BY HOUSEHOLDS OF LOWER
INCOME, EXCEPT FOR UNITS WHICH MAY BE OCCUPIED BY
MANAGEMENT PERSONNEL.
(G) "PARTNERSHIP RENTAL HOUSING" MEANS HOUSING
FACILITIES WHICH ARE RENTED, INCLUDING APARTMENTS,
CONDOMINIUM UNITS, COOPERATIVES, TOWNHOUSES, TOWNHOMES,
SINGLE ROOM OCCUPANCY AND SHARED LIVING UNIT FACILITIES, AND
SINGLE-FAMILY HOMES.
(H) "PROGRAM" MEANS THE PARTNERSHIP RENTAL HOUSING
PROGRAM.

(A) THERE IS A PARTNERSHIP RENTAL HOUSING PROGRAM IN THE
DEPARTMENT.
(B) THE PURPOSE OF THE PROGRAM IS TO FINANCE RENTAL
HOUSING THAT WILL BE OWNED BY LOCAL GOVERNMENTS OR
PARTNERSHIPS THAT INCLUDE LOCAL GOVERNMENTS AND OCCUPIED
BY HOUSEHOLDS OF LOWER INCOME IN A MANNER THAT IS EXPECTED
TO MAKE THE HOUSING FINANCIALLY SELF-SUFFICIENT AND REQUIRE
NO FURTHER GOVERNMENTAL FUNDING FOR MAINTENANCE,
RENOVATION, OR OPERATING SUBSIDIES.
2-1104.
THE PURPOSES OF THE PROGRAM ARE TO:
(1) PROVIDE DECENT, SAFE, AND SANITARY RENTAL
HOUSING FOR OCCUPANCY BY HOUSEHOLDS OF LOWER INCOME;
(2) PROVIDE FINANCIAL ASSISTANCE TO LOCAL
GOVERNMENTS FOR THE COSTS OF ACQUIRING, CONSTRUCTING,
RECONSTRUCTING, RENOVATING, OR REHABILITATING RENTAL
