4. Other expenses for each meeting, other than the annual

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the Talbot County Board of Education members
in office on the effective date of this Act, but the provisions of this Act concerning the
salary or compensation of the Talbot County Board of Education members shall take
effect at the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Department of Housjng and Community Development - Partnership Rental Housing

Program

FOR the purpose of establishing a Partnership Rental Housing Program and a
Partnership Rental Housing Fund in the Department of Housing and Community
Development; establishing certain definitions; requiring the Department to
administer the Program, adopt certain regulations, and adopt policies and
procedures that encourage the production of partnership rental housing
throughout the State; establishing certain conditions to the Department's
approval of project applications; providing that no repayment of funds will be
required unless the local government sells the project or fails to properly operate
the project; providing that the Department may require certain security but not a
pledge of the local government's full faith and credit; establishing that local
governments have the power to participate in the Program and enter into loans;
permitting partnerships that include local governments to own projects under the
Program; providing that the provisions of this subtitle supersede certain provisions
of Articles 44A and 44B of the Code; specifying the source of moneys and certain
requirements relating to the Fund; authorizing the Secretary to transfer funds
between the Fund and certain other funds in the Department under certain
circumstances; establishing certain penalties; and generally relating to the
Partnership Rental Housing Program and the development and production of
affordable rental housing by local governments in the State.
