power in Article 44A, § 1-301 of the Annotated Code of Maryland may not be
construed in any way to imply that the exercise of the power by a housing authority
prior to the effective date of this Act was not authorized by prior law.

SECTION 3 7. AND BE IT FURTHER ENACTED, That, except as expressly
provided to the contrary in this Act, this Act is not intended to alter any right to
benefits or to limit any immunity from liability of a housing authority, its
commissioners, executive director or employees, and any transaction affected by or
flowing from any statute here amended, repealed, or transferred, and validly entered
into before the effective date of this Act and every right, duty, or interest flowing from
it remains valid after the effective date of this Act and may be terminated, completed,
consummated, or enforced pursuant to law.

SECTION 4 8. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Securities Division - Powers, Duties, and Fees

FOR the purpose of delaying the effective date of certain provisions; increasing certain
fees for persons subject to registration under the Maryland Securities Act and the
Maryland Franchise Registration and Disclosure Act; establishing a fee for
interpretative opinions issued by the Commissioner under the Maryland Securities
Act and the Maryland Franchise Registration and Disclosure Act; establishing a
fee and increasing certain fees relating to franchises registered or exempt from
registration in the State pursuant to the Maryland Franchise Registration and
Disclosure Act; codifying certain—fees—currentlyauthorized by regulation;
establishing a fee for interpretative opinions isoued by the Commissioner under
the Maryland Franchise Registration and Dioclosure Aet; repealing certain gender
biased language making stylistic changes;
and generally relating to the powers and
duties of the Securities Division and the Securities Commissioner.
