EACH YEAR ON THE FINANCIAL STATUS OF THE FUND AND ITS
OPERATIONS FOR THE PRECEDING FISCAL YEAR, INCLUDING THE TYPES
AND AMOUNT OF INSURANCE RESERVES, INSURANCE ISSUED,
PREMIUMS CHARGED AND CLAIMS MADE.
(B) (C) THIS SUBTITLE SHALL BE LIBERALLY CONSTRUED IN
FURTHERANCE OF THE FINDINGS AND DECLARATIONS MADE IN § 3-201
OF THIS SUBTITLE.
{C) (D) ANY DETERMINATION BY THE SECRETARY RELATING TO
THE ELIGIBILITY OF ANY PROJECT, FACILITY, OR UNDERTAKING FOR
INSURANCE OR OTHER FORMS OF CREDIT ENHANCEMENT OR ANY
OTHER ACTION TAKEN BY THE DEPARTMENT, IN ITS OWN NAME OR IN
THE NAME OF THE MARYLAND HOUSING FUND, PURSUANT TO THIS
SUBTITLE SHALL BE CONCLUSIVE OF THE MATTERS DETERMINED
THEREIN.

THE AUTHORITY OF THE FUND TO GUARANTEE FORMS OF
OBLIGATION BACKED BY MORTGAGES UNDER § 3-203(B)(3) OF THIS
SUBTITLE SHALL BE OF NO EFFECT. AND MAY NOT BE ENFORCED, AFTER
JUNE 30, 1994.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990. '

AN ACT concerning
Department of Housing and Community Development - Historical and Cultural
Museum Assistance Program
FOR the purpose of establishing the Historical and Cultural Museum Assistance
Program within the Department of Housing and Community Development;
creating a Museum Assistance Review Panel; providing for the duties of the
Panel; defining certain terms; establishing the eligible activities for which grants
can be made; specifying that grants may not be made for certain purposes or to
certain entities; specifying requirements for approval of grants; authorizing the
Secretary of Housing and Community Development to allocate up to a certain
percentage of moneys for unanticipated projects; requiring the Department to
adopt certain regulations; establishing selection criteria for the grants;
establishing certain penalties; requiring that certain grants be distributed in a certain
manner; providing certain monetary limits on certain grants; prohibiting the
