next succeeding taxable year. However, a homeowner whose dwelling is sold for taxes
may receive the credit until the final decree under § 14-844 of this article is entered.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1990 and shall be applicable to all taxable years beginning after June 30,
1990.

CHAPTER 303
(House Bill 216)

AN ACT concerning

Power Plant Sites

FOR the purpose of making altering certain provisions relating to the resale of
State-owned power plant sites to the original owners discretionary with; specifying
that if the Secretary of Natural Resources decides to dispose of certain
State-owned power plant sites the Board of Public Works may transfer the
property to another unit of the Executive Branch under certain circumstances;
specifying that if the property is not transferred to another unit of the Executive
Branch the Secretary shall provide the opportunity to purchase the property to
certain persons in a specified order; and generally relating to State-owned power
plant sites.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Natural Resources

3-305.

(a) The expertise of the electric utilities in the basic requirements, including
environmental considerations, of a site for power generation and generator lead route is
a needed element in site selection. Therefore, for the purposes of insuring adequate
power on reasonable schedules while also protecting the quality of the State's
environment, site acquisition and generator lead route designation may occur as
follows:

(1) Notwithstanding any other provision of this subtitle, any site either
