WEDNESDAY, May 8, 1861.

The House met, and was opened with prayer by the Rev.
Mr. Ross.

Present at the call of the roll, the following members :
Messrs, Kilbourn, Speaker, Durant, Morgan, Rasin, Med-
ders,Briscoe, Parran, Compton, Burgess, Ford, Worthington,
Denison, Hunter, Quinlan, Renshaw, Jones, of Talbot, Long,
Lawson, Keene, Holland, Miller, Bryan, Jones, of Prince
George's, Legg, Starkey, Jacobs, Landing, Dennis, of Wor-
cester, Kessler, Routzhan, Johnson, Salmon, Naill, Straughn,
Goldsborough, Warfield, Brune, Winans, Harrison, Thom-
as, Wallis, Sangston, Morfit, Scott, Wilson, of Harford,
Bayless, McCoy, Coudy, Eakle, Brining, Fiery, Griffith,
Harding, Gordon, McCleary, Roop, Gorsuch, Mills, Turner
and Brown.

The proceedings of yesterday were read.

Mr, Brown presented the petition of Nelson Phelps and
forty-five others, against the passage of the Public Safety
Bill.

Also the petition of F. M, Collier and one hundred and
twenty-five other citizens of Howard county, upon the same
subject.

Also the petition of A. P. Ijams and twenty-four other
citizens of Howard county, upon the same subject;

Which were read and severally referred to the Joint Spe-
cial Committee of the House and Senate.

Mr. McCleary presented the petition of twenty-one hun-
dred and seventeen citizens of Allegany county, against the
passage of the Public Safety Bill;

Which was read and referred to the same committee.
Mr. Morgan proposed the following :

BY THE HOUSE OF DELEGATES,

May 8, 1861.
GENTLEMEN OF THE SENATE :

We propose with the concurrence of your Honorable Body
to adopt the following joint resolution:
Resolved, By the Senate and House of Delegates, That when
